996 turbo timing chain replacement

I have a 2001 auto 98k mi and see black plastic/rubber on the oil filter. 1st oil change since purchased Nov 2014. When do these cars need timing chain service? I think rubber is from chain guides. Anyone with approx cost (dealer) and dyi difficulty?

You are looking at an engine out of the car repair, so a lot of hours.

You might find more info on a 996TT forum as this is a different motor than a 996.

Guides shouldn't be rubber.
