2007 911 Turbo - I have 12V and 2.5A at the 2 wire plug to the blower when the ignition is turned on irrespective of whether the display shows fan speed on or off. Since there is power to the blower and it is not spinning, is it certain that the blower is toast? How does the AC series resistor fit into the equation? I'm hoping to confirm it's the blower before ordering. Thanks

Most likely the blower is faulty. Your car should have an output final stage fan control in lieu of a resistor. This will vary the voltage to the blower motor. I would say that if you have 12V at the fan connector it is safe to say the blower is faulty. What you can do just as a follow up to your already awesome diagnostic is to use a jumper pack and a few jumper wires to carefully power the fan. If you add 12V and the fan doesn't run the blower is definitely faulty OR has something mechanically preventing it from turning.
