Silly Question - Should there be Carpet Under Passenger Seat

This relates to my 2006 Cayman.

I was driving around with a friend and his cell phone slid from the passenger floor to underneath the seat. Under the seat, there is a patch that is just metal and the phone went there, then slid into a welded structural brace, and around the door sill. I had to remove the seat and use coat hangers to retrive the phone.

Shouldn't there be some carpet or something that prevents this from happening. The car is new to me and has not been modified in any way and only has 23k miles on it.
