2009 Cayenne GTS: PS pump or Tandem pump?

I just added an '09 GTS to the fleet a couple of weeks ago and I have a list of to-do items from the PPI. I'm not a hugely experienced home mechanic but forums + youtube have helped me up my game bit by bit. Part of the premise of owning this vehicle is that I work on it so that I can keep upkeep affordable.

I'm trying to sort out course of action on this item from the inspection:

------

power steering fl uid very dark and pump whines at all rpms

------

I can confirm that it whines at all RPMS. Very annoying. First thing I did was Youtube the basic flush and performed a flush, albeit with the PS fluid recommended by O'reilly not the CHF 202. This did not fix the whine at all. Did the 5x full steering turn lock-to-lock. No bubbles, etc. I DID notice that the 2nd reservoir for PCCD was quite low, so I topped that off. But now I'm wondering if I should just re-flush both systems...

Bigger issue: Should I just replace the PS pump entirely? That is what I was assuming I should do, and it looks sort of do-able DIY based on the videos I've watched and the Porsche Service manual that I read. The pump looks to be about $500-700 and the fluid $40. But I also had a local shop quote me for the work and they quoted an eye popping $3500. What gives? I looked at the breakdown and they list $2500 for the pump. So I asked them about it and they said I need the tandem PS / PDCC pump 958-314-022-11 and that is unobtanium until at least some time in May, and it's expensive. When I put the model into parts searches here and FCP I come up with other pumps. like this one, which says not for use with PDCC models: 95531405011

Pelican has this: https://www.pelicanparts.com/More_Info/95831402211.htm?pn=95831402211&SVSVSI=&KeepHeader=Y&ByPassCat=Y

-------

So my outstanding questions are:

1. Is it obvious I should replace the entire PS pump or should I try something else (like a reflush of both systems with CHF202)
2. Is the $$$ pump the only pump that works?
3. I see no system leaks or drips under the car. The PS system was not low when I got it, PCDD was.

Any help would be appreciated. In the meantime I'm off to replace plugs and ignition coils.

edit: Also found this third party pump:

hey monovich - cars with PDCC have the tandem pump - the chassis control and power steering are 2 separate systems but use the same pump - the tandem pump has 2 separate pumping chambers inside it - so it will cost more than the pump for cars without PDCC - now how much more i don't know - there may be after market pumps available - depends on whether you are a porsche purist who would not put a non porsche part in his car or not - that said, make sure the whine is actually the pump itself and not the lines to either the PS or PDCC - here's a link to a thread i started on rennlist - my car (and a lot of others) whines but it doesn't seem to be coming from the pump - more like it's in the lines - there seems to be no definitive fix - i don't have PDCC but some people have quieted some of the noise by re-attaching a PDCC line up front - check out the thread

Thanks for the direction to that thread. Fascinating. I just changed the oil today and noticed that the cooling line is not attached at all. Buying some of the anti vibration mounts and trying that next.
