number plate light warning

Hi Again, I have another problem with this 2004 cayenne

I cant get the number plate warning to go off
I have tried 2 types of normal bulbs
1 set of led bulbs with built in resistors
1 set off new light led's complete unit

Both lights are working fine but the warning still comes on?.

If I use the scanner and clear the fault withe lights on, I can start stop the car many times and the warning does not come back, But as soon as i turn the lights off it comes back every time
anyone have any ideas what the problem could be please
