Thoughts on this 87 targa

The auction obviously didn't meet reserve which means the reserve is probably too high. I would say for a 1987 Targa which are not the most sought after cars, at most 16k. My reason for 16k is probably the G50 transmission (adds value), the year of the car (adds value), and what I deem is high mileage (lowers value). Anything over 150k is high IMO. Does the seller offer all paperwork, he states books/records available, what does that mean? And this probably hurt his sale - (Pick up only. Prefer local buyer.)
