If both the speedo and the odo are not working, it is most likely the sender on the transmission, or the wiring between the sender and the gauge.

Are you sure it's a fuel problem. Redo the test with the bottles. Check the fuel rail pressure with a gauge.

Do you get a tach bounce while cranking?

Remove fuel rail, place injectors in soda bottles, remove ignition coil wire to distributor cap, crank engine. If no fuel in bottles, check for fuel pressure at end of rail, or clogged injectors.

Yes, once the ECU has figured out where TDC is, it simply counts the teeth on the starter ring gear to know where it is from then on. Of course, you still need both sensors to get the car started.
