they are in front fuse box (in the trunk). Look at the label to see which relay is for fuel pump but it's usually red one. by jumping the terminal you are by-passing relay to see if its faulty...

I also run just oil with water port not connected.
You could hear turbin spinning for awhile after engine is turned off. Way cool!

Most likely a sensor issue. Just get a after market mechanical gauge and don't bother with stock one. They are known to be inaccurate.
