thats the simple, easy way to fix.
i drilled 2 holes right at the bottom of the plastic. 2 mm dia, so you cant even see them!
drains a lot easier with the second hole !!

remove the fuel pump relay, replace with known good one, or just jumper the contacts to test.
i went thru this recently. the solder used on these relays was a poor mixture,...

i usually use the krikit tool. it has served me well for the last 14 years.
im not sure, but i think its 40ft/lbs for a new timing belt and 28ft/lbs for used, after 1500 miles. balance is 35 ft/lbs...
