+1 this. Your battery voltage is likely something like 12.6, so there is some resistance in the circuit as Walt says if itís measuring 11.5 volts without the load of the motor.

Are you certain the valves are properly adjusted and that you were on the back side of the cam for the cylinder being tested? The valves should not leak on a newly rebuilt head.
