Looks like the tube that feeds pcv air from the head down to the turbo oil return line on a 931. Hard to say for sure since I don't have one in front of me.

As he said it looks like it could use some color sanding and buff, but doesnt look that bad at all. I had planned to do the Rustoleum spray job on my old pickup, but ended up selling it instead.
