I think 1976 is the first year for California testing. Here in Illinois they go back to 1996 (when OBD2 came on board) and just plug into the computer port. No sniffers required.

It seems that over time the updated idler arms are probably more important than the type of tensioner you use. Iíd say just install the Carrera tensioner and drive the car.
