My turbo pumped oil due to being imbalanced as a result of FOD (foreign object damage) to the turbine impeller. I sent it to Durabuilt for diagnosis and repair. They did a great job on it.

I find I have to do this just to get all the oil over to the oil tank from the crankcase. Otherwise, I can't get all 10 quarts into the engine.
So pre-filling the filter is a moot point.
