That hole in the bell housing is where the clutch/flywheel/pressure plate is located. You may have to remove the metal protection plate if your car still has it, and the bolt could be sitting on it....

+1 When I used to have the spring style tensioner just letting it snap back was also not enough for a proper setting; esp on a brand new belt. I definitely recall others complaining about the same...
