I agree. The entire fender does not need to be removed to replace this. This is a fairly rigid piece of the fender and should not need much to get it back where it was previously.

Shouldn’t be that hard. It’s just a couple screws. You can use some tape to mark the current position which should get you very close to the correct position when you install the new one.
