Image Resizing

I would like to resize a couple of photos that I have, which are very large, down to 100K. Does anyone know of a good image hosting website, or tool which can do this (for free)?

www.irfanview.com is an excellent free software for basic tasks. You use "save as" and select a percentage of image quality. You have to check the file afterwards to see its new size.
