Volvo 240 Fuel Pump

I am trying to get an old 240 up and running again because someone wants to buy it. It appears the fuel pump in not working. Is it located in or near the gas tank?

Thanks, that is what I was afraid of. I guess I have to somehow unscrew a plate that is on top of the fuel tanks where all the lines and wires go in. I guess there must be a special spanner to engage it. It is pretty rusty and corroded.
