VW CIS Stumbling

I am having a problem with my 1985 VW Golf stumbling when hot and am looking for some suggestions. When I say hot, I do not mean normal operating temp. I mean hot, as in sitting in stop and go traffic. The car jerks forward and backward. If I give it a lot of gas, it often just gets worse. Once I get it into second gear, its much better. I drive 60 miles to work and I never have any problems until I get into the city and hit that traffic. I have been playing with the idle mixture of my CIS, but that has only made it worse. Other than that, the car runs well and has about 215,000 miles. It just does not like traffic and heat. It acts like I have bad spark plug wires, but they are only about a year old. When the car is out of the hot traffic, the car purrs like a kitten.
