You have to at the very least separate the fenders from the body near the doors to remove the old fender to cowl beading and replace it with new. Also, if you're reasonably certain that the inner surfaces of your fenders are rust-free then you should be OK, otherwise you're taking the risk of ruining a new paint job with hidden rust. Fenders have quite a few nooks and crannies that hold dirt and moisture; I just repainted my 911 and after inspection we decided to pull the fenders completely to clean, strip, and seal the inner surfaces...
