One relay per each fuel

That's how they are wired from the factory.
Look at the fuse/relay panel under the hood. Rear-most relay is the rear pump relay, the one just ahead of it is the front pump.

the problem is one FUSE for 2 pumps and the WUR/AAR.

I had two relays and two switches for the pumps. Made troubleshooting easier.
