Pretty hard to diagnose from pics. Obviously needs some work.
Some prior testing would have been useful - leakdown/compression etc. Running symptoms.
Probably pay to pull the pistons and measure rings/bore etc. Get heads inspected to see if need machining the faces. Check valve guide wear while you are in there, and valve stems/faces. As for the crank end?? Is it cracked?

I'd send it all off to a good machine shop, valve job and basic rebuild/balancing/blueprint.

While your heads are off double plug them. Gives you more options later
A Vale spring compressor to remove your vales is not that expensive...However after that you are at a dead end unless you purchase a hard seat grinder, valve facer, pilots and what all.
These are all needed for a proper job.
"IF" you have not ever done valve work B4 it will be a challenge . Figure 1000 to 2000 in used tools if you are lucky and patient enough to find them !
I am VERY fussy when it comes to head work and feel no one will do it as well as me, or take the time to get it all Purrfect.
If you elect to have a out side Vendor do it, Please use one that specializes in Porsche.
I am NOT being a downer here.If you have skills you can learn the ropes..but start on a junk head to learn what to look for. Removing and pressing the guides are a trick in them selves compared to a traditional type engine.
May the force be with you.
