screeching sounds and ignition disabled

Hi Guys,
My neighbor need some help with his 2000 E46 and asked me to see if any pelicans can help. His engine made terrible screeching sounds, like a belt is slipping, and his traction control lights came on and so does the airbag light. Does anyone knows what those symptoms signify?. Also, we got back to his garage and turned of the engine and stared at the engine. He decided to start the car and try to pinpoint the screeching sound, the car would not start. It made a click sound and the starter does not start. It is like it has anti-theft system with starter disabled. Do you know how we can restart the engine?. Thanks in advance for all your help. Andy
