components replaced still overheating

335i xdrive 2009, 115,000 miles; Thermostat and pump are new, system bled multiple times and pump is working fine. When engine temp increases, fan comes on as expected. Upper hose is hot; hose to oil filter housing is hot; lower hose and all regions of radiator are ice cold (not even warm). Steam in overflow reservoir when opened. At 210F fan goes to high speed; car goes to limp mode with excess gas consumption. Mild (not hot) heat at heater core when engine temp gets to 200F+. No noticeable leaks; no carbon fumes in coolant fluid. Could this be 1) bad (but new) thermostat, (pump is functioning via bleeding procedure), temp sensor at oil filter housing or something else?

thanks
