Drain water mystery

Renovating my 1980 E21 318i and have a question about the water that drains from the area under the front windshield. There are holes at each side of the car that seem to lead to nowhere. I had major rust and a ton of earth in the floor pan inside the car at both front corners like the rain water and leave and stuff had blocked some drain hole and rusted the area. Should there be an outlet for the rain water between the front wing and the floor? I feel like creating some holes for the water to escape .... any leads ? Thanks all
