How can I open the trunk with a broken release cable and the manual releases are locked.

I'm assuming that you mean the front trunk in a pre-2001 car.
There is an emergency release cable in the right front wheel well. You need to remove the liner to find it. Search on "emergency trunk release" and you should be able to find some pictures.
