Removing obstruction in fuel filler tube

I have a 2006 Mini Cooper S. The little kid next door jammed a long plastic zip tie into the fuel filler tube, leaving about three inches of it sticking out of the tube, but the first part of the tie is past the little metal door which is pushed open when you insert the fuel hose to fill the tank. I cannot pull the zip tie out of the filler tube. I can put a long screw driver down in the tube and push the little metal door away from the zip tie, but I still can't pull the zip tie out. It is caught on something down in the filler tube. I've thought about just cutting off the part hanging out and letting the rest stay in the tube, but I don't know whether the remaining part will somehow obstruct the fuel flow to the fuel pump. If it won't cause a problem, I'd rather do that than pay a shop to remove the fuel filler pipe or the gas tank. Does anyone have any thoughts about this. Thanks. Komac
