There are these 3 guys that do something called Brutal Black Project, and basically it involves people who submit to get tatooed.. In 1 session, multiple tatoo"artists" going about getting very heavy black tatoos added.. the "canvas" gets no say in what they'll do, and they don't stop if it hurts, you gotta sit through it. The tats are free, and they think the process is more important then the result, eg, the cosmetics aren't that important.

Then it's unlikely to go off at all, smoking won't set it off.. nor will sitting on it. Maybe schwacking the tip with a hammer might. To us in Flanders , our farmers pick up way more dangerous 100 year old shells, they plow em up and put em on a pile . and then EOD will eventually come pick it up. Also, It's very possible that that 16 inch shell isn't green and the picture was colored in incorrectly.
