It is romania after all.. they were empovirished by a communist dictatorship
where the leadership had decided to pay off all foreign debt at whatever the cost, basically the place was the dump of all dumps back in the 80'ies.. in 89 they threw out Ceausescu.. The news about the revolution in those days, was still black and white.

My high school girlfriend was from Romania. Her mom was a doctor and left the country right after Ceausescu was booted out. All the pictures in the house were indeed black and white. Quite a few harrowing stories. They were higher up so I can only imagine what it must have been like for the proles...

That looks kinda like a hydrogen reformer heater, used to turn natural gas into H2 and CO2.
