The definition of desert is based on average annual rainfall, and LA was slightly above that threshold the last I checked.
But not by much.

Best to use the Köppen climate classification, based on Evapotranspiration.

LA is a cultural desert but in Koppenism it is a hot scrub or brushland - or bushland, if you include one of its major industries...

I agree with this. And it's a key reason housing costs are nuts. Weather is spectacular. Infrastructure is strained, with more traffic than the freeways can handle, though. Not enough people working from home, still.
