'Public Use' or 'Public Aircraft Operations' (PAO) aircraft operations do not have to follow FAA regulations. PAO can be applied to law enforcement, customs, military, government stuff in general, but not always.

From the FAA Advisory Circular on the topic:

f. Does the FAA Prescribe Regulations for PAO?
No, the FAA has no regulatory authority over PAO other than those requirements that apply to all aircraft operating in the NAS.

g. Which Regulations in 14 CFR Do Not Apply to PAO?
In general, regulations that include the term “civil aircraft” in their applicability do not apply to PAO (e.g., part 91, § 91.7, Civil Aircraft Airworthiness)

Years ago in a customer's home, I noticed an 8x8 b&w print of a fishing boat. Not only could you count scallops on the deck, but you could probably identify the crew on deck, as they were all looking up at the camera.
The fellow identified himself as a fisheries patrol officer. The image had been taken from a Grumman Tracker equipped with a big downward facing camera and lights. At working altitude, loitering, they were seldom heard from the decks of the scallop draggers. Since the boats were using work lights, they were easy to spot and monitor. When the drag with the catch of shellfish was emptied on the deck, the pilot would dive on the boat with lights out and throttles at idle. As they got to the boat, throttles would go to full power, the lights (originally designed to light up submarines on the surface) would be lit and the camera would grab a few frames. The crew would reflexively look up at the noise.

Wife and I were minding our own business in bed when we heard a helo. It got louder, then LOUDER. So I jumps out of bed in my best He-Man mode and look out the widow. Nothing.

Then BOOM.

Bright daylight and a buncha Ninja Type cops surround then forcibly enter the house across the street.

Also, can helos wave at you?

There's one of those white cone-shaped transponder thingys that is a navigation beacon for the old auto-pilot software or so I'm told on federal land that abuts our property.

Anywho, the Coasties are constantly flying around the area and it seems part of their routine is to fly over the beacon is see if anybody's messing with it or whatever. The helos get pretty low sometimes. So we've trained the grandkids to wave at 'em as they fly over. Then one day the helo did a little jig. The rotor stayed level but the craft did a quick rocking motion.

Very cool! I feel confident that the pilot saw and responded. How he did it, I have no idea.

Have to agree with Seahawk... prolly a police helo. Folks shoot at them enough as is, so turning the lights on only makes it worse.

Another data point for the forum problem. You can quote posts that were added before the outage on Fri night. You can't quote any posts that occurred after the outage.

I wonder if the outage was due to maintenance. If so, this is the third time that the forum has been "stuck" after an issue on Fri night (I think they all started on Fri nights) and then was stuck for the rest of the weekend.
