Piece of 1/4" plywood......

The 1/4 would have to clip on so it doesn't blow away. I prefer to put these out the night before since the recycle truck comes about an hour before I get up.

McMaster looks to have the 16x25.75 to fit. Will try one and see.

Just put a big rock on top.......or a paver block......

or a stray bin double stacked ? check the neighbor's house for one

we have wheelie bins just like the garbage for cans+paper+plastics
before that they wanted 3 separate bins like yours
