Ah, 30mm cannon ammo. Color coding indicates point detonating high explosive incendiary, the preferred round for those who generally want to destroy things. The A10 has a nose Gatling gun (GAU-8A) that spits those out at the rate of about 4200 rounds a minute. As the normal load is just over 1100 rounds, the pilot has about 15 seconds of trigger time available. I think Apache helicopters have 30mm cannons as well.
The chick in the pic looks to be Air Force. She's probably an "Aircraft Armament Specialist" more commonly referred to as a loader. She's transferring rounds into a "dragon" that will then be used to load the aircraft. As this is a "linkless" system, the rounds come shipped in those plastic cases tied together with cotton twine. They are removed from the packing when they go into the dragon.
