A) I thought stripes on the sleeve were for designating years in service
B) Which navy was he a captain in? With the full shoulder boards, and that hat, I would say possibly Royal Navy, Victorian era... Still, Captain gets 4 stripes.

Hash marks are for years of service. Stripes denote rank. 4 stripes are a captain, 3 Commander, 2 and a half, Lt Commander.
