Bamberg Germany. That building is the Rathaus (City Hall). It was built when the church ruled the land and deemed that no City Hall would be built on city land, so they built it in the middle of the river.

Thank you.... the previous answer of Praha, Prague, CZ could not have been correct... I did a Google maps and that building does not exist there.
