Against the law in CA and NYC. Some say it cost a young man his life in New York when he got in a confrontation with LEO's (who are forced to deal with idiotic laws) over selling individual cigarettes.

Riddle me this: why is it legal to sell individual shots of alcohol (so called airline 10z bottles) but not single cigarettes?

Taxes. You could probably sell individual cigarettes if they were marked in some way to prove the required taxes had been paid.
