MN DMV Holy Cow
I am currently living and working in Japan, and my license is about to expire. I found the DMV web site and sent an email. This was the reply:
Thank you for contacting Driver & Vehicle Services, Consider it done. We will mail the forms. Yes you can change your address. Sincerely, Casey #24 I almost fell off my chair when I got prompt and effective service. It is totally unlike any other time I have dealt with them. Anyone else have any good DMV stories?

They have a licence renewal, address changes, etc.. office 3 blocks away from my work and very few people know about it. Eye test, picture, and pay takes less than 5 minutes. I have never seen a line. OTOH, you can also mail in or take care of it online, unless you have to get your picture taken.
