There is no irony in the top picture. It has nothing to do with Spanish speakers in the US. All countries have laws that state all imported products must say where the product was manufactured in that country's language.
The reason that product is made in China with English and Spanish markings is that Home Depot distributes that product by lot to the entire NA market. One batch can go to Mexico, the next to the US. All the product has to be marked in English US and Spanish so that the manufacturer doesn't have to run identical lots of product with English-only or Spanish-only markings and limit that batch to that specific market.
If you look hard enough you'll see quite a few products labled in English and French for the North American market when the product could find its way into Canada.
