I sincerely hope she and/or her parents have to pay for all related police and FBI activities surrounding the case.

Then she should be charged with a hate crime against herself.

After getting counseling, she should be forced to wear a big swastika around her neck for the rest of the school year.

She needs to be expelled and possibly prosecuted, but she should not be charged with a hate crime. No one should be. There should be no hate crime laws on the books to begin with.
