I think that’s an Australian Road Train tractor.
I don’t think the driver is expected to change flat, he calls a service truck. When you’re in the middle of nowhere and get a flat it’s a bit much to expect a repair truck to have both the equipment to change a tire and the correct wheel and tire.

Yep, remember it replaced re-runs of the mickey mouse club on TV as soon as I got home from school a hundred years ago.
