A gaggle of A10's only work well when there is sufficient Air Superiority or beter Supremacy.
if all you have, at best , is air Parity, a gaggle of A10's would soon be a smoking hole in the ground.
Right now, the Russians have pretty decent Air Superiority over Ukraine.. they are flying with very little interference by the Ukrainians. Ukrainians aren't able to send up much, nor can they expect to fly when and wherever they please.

Obviously replicas have been in production for a long time so what did SEMA "win" with getting this passed?

Some background on the development of the law.

Low-Volume Manufacturers’ Law Is Set, Now Where Are the Engines?
https://www.autoweek.com/news/industry-news/a35377165/low-volume-manufacturers-law-engines/

Quote:
Previously companies could make or import “rollers,” cars finished except for engines and drivetrains, the latter which the law required third parties to install. Of course that setup was idiotic, but that’s why we have laws.
Quote:
Some of the low-volume carmakers were under the assumption they could use so-called “crate motors” from GM, Ford, and MOPAR in their builds. But CARB says any engine put in a “new” car, even an old-car replica, must meet today’s emission standards, which seems directly contrary to the law just passed and now fully enacted.
Maybe some of them will just go electric?

Not the same - I know, but neither are the modern ICE.

Since in the US, unlike Europe(I can't even change my ride height or install spacers unless there's a homologation cert for it).. it's perfectly fine for an owner to replace the power plant as he sees fit..
The logical solution, That I, as a Belgian(were finding loopholes to exploit is a national sport) can instantly suggest.

Would be that these customer low volume manufacturers simply come up with a teeny weeny little crate engine that has exact same bolt on pattern and wiring harnass as say yer huge big power LS1 or whatever popular crate engine out there.

Sell the bastard with that 200 cc , near zero emissiions little moped motor..

Next sell the customer his Big power engine on a seperate invoice (or even better by a seperate company/legal entity (you own), with free installation included.

How long should an engine swap last if it's all properly prepared??
1 hour??

once done, swap company sells moped engines back to Chassis company

Le done.

Note.. it is imperative that nobody cuts any corners here..
The moped engine really has to be installed
The chassis has to be delivered TO the end customer in that state
And the end customer then has to drive it to the swap place

Note 2 .. IF there is legislation that no company can do the swaps, and only the actual car owner can do that.
fine.. Offer consulting services to do the swap at customer
Then you have chassis company
crate engine company
consulting company which really is a mechanic with an engine hoist and enough 10mm sockets to get something done on somebodies drive way.
There is NO law possible to prevent that from happening as it's simply labor and knowledge, you cannot ban that
The "consultant" can do most of the work, let the owner lower the hoist in the engine bay and tighten a couple of bolts.. (make it ceremonious and they might even think it's cool)

The only way they could ever prevent it, is with a homologation requirement , where all cars through out useful life must adhere too
Which will NEVER get through the legislative branch in the US.. I know how you guys work, they will never get that because it would be a considered the equivalent of communist freedom theft.
No sane US politician would dare to even consider it.
