I am pretty sure it is a Starship, there is no rear horizontal stab.

the minimost boat.. built 2 of those long ago and have a half built one in the shed.. it would ride on the cavitation plate of the 15hp and maybe 1/4" of the transom. scary fast and fun!

if it's san diego, i'm pretty sure it's an Avantair Piaggio. i see them daily in SAN, palm springs, thermal, vegas, slc, etc.
