Actually, I think that if you listen closely you'll realize that the narrator has a disability. I remember a guy coming up to me at a car show who talked like that. Nice enough but had a disability for sure. He looked to be in his 20's but had someone with him to be sure he didn't touch anything (like you would with a young child).
