There's a beretta in town that is done about like that. What is sad is that they could have bought the parts at a salvage and fixed in right in the time and money the spent there.

Looking at the photo, there is no reason why it shouldn't be legal. She/He has side markers, stop/tail lights, turn signals, reflectors, license plate and license plate light etc.

I just recently bought aluminum diamond plate and, it's very expensive.

Maybe he's added value to the car

In PA it would be required to be a reconstructed. It was not repaired back to fact specs so it would require a special inspection. Not sure I would pass it. Rough edgaes and would need to see the bumber better.
