That is exactly the number. They will do whatever to make foreign investment inconvenient.

If we got rid of the entitlement programs (the 900 pound elephants in the room that everyone conveniently ignores) or modified them to be actually sustainable, we could keep government services across-the-board at current or even enhanced levels. The problem is the entitlement programs like SS, Medicare, Medicaid and (until SCOTUS reverses it) Obamacare. Those are the money-suckers and represent far and away the lion's share of the problem. Fix those, fix everything else.
