Is this a crook at work?
 
Saw this Honda casing the parking lot of a local shopping mall this morning. Followed him as he went up and down every row of the lot. Didn't see any mall cops or LEO's to ask. What's this guy doing and what's all the gear on his car?

Cameras that read license plates. They can get an immediate alert on stolen cars as well as repo work.

I'm starting to see a lot of the cop cars with that equipment too

bet a cop. Stepson had a truck that needed a valvejob to pass smog and he didn't want to pay for it nor do the work. Once his registration was up he would get tickes for bad registration when he drove it to work at the mall

That is not a cop... I highly doubt a cop would be issued an old Honda civic

My dumbass bil got arrested for a failure to appear warrant in Miami because a cop cruised through the hotel parking lot and his plate tripped.......
They waited a couple hours for him to get in the car and bam.......jail lol

Repo agencies use the same license plate readers as the law enforcement agencies. They cruise around town marking 'hits' and then stay there until the repo truck hooks up.

Or it could be a special operation unit of local law enforcement, most likely auto theft task force. They regularly use Honda Civics as bait cars (#1 stolen car), so they may have just popped the plate readers on one of their undercover cars.

All the more reason to park back in. No front plate needed in AZ. I've seen cops cruising hotel parking lots in CA many times.

Yet the DMV still can't seem to catch the 10% or so of CA residents driving around cars with out-of-state plates.
