So the State of SC lost my title

I bought a car located in NC. Took the title to the SC DMV. Eight weeks later they send me a letter. They need a duplicate NC title please. WTF? They lost the friggin' title! Now the seller will need to get the dup. title, for a fee of course. Then he'll need to sign it and send it to me. Who should pay for his time and costs? Who pays for my time and aggravation? What if he refuses?

I understand your frustration. What a pain.
You're going to pay for it all. That's just the way the world works.
If the seller refuses to cooperate, get it in writing.
Contact the state congressman from your district. He/she might be able to pull some strings for you. Is there a state or local ombudsman there?
