It was from an old ABC (The Australian version of the BBC) series called (I think) "Bush mechanics" about Aboriginal Australians keeping cars going way past their use-by date through ingenuity. The vehicles they create are hardly 'road-worthy" but the do the A to B thing, and cost nothing other than time.

Spent some years growing up in Kenya and have been back a few times. The most recent was Feb of this year and Feb of 2015. The video is a joke, one similar could be made of many places in North America....

Yes, the video is from the Australian series. I was in Australia back in 2000 and remembering watching the series in my hotel room. It was great, interesting, and innovative. In no way did the series attempt to denigrate the people involved.

The OP's title was way off and probably based on speculation infused with a sense of humor. This has nothing to do with Kenya or any African nation for that matter. The video may have been incorrectly titled when the OP first viewed it, or maybe it wasn't titled at all.
