Government Mind Control?

So, a person doing a FOIA request for info on extremist organizations received an extra file on government mind control. It is about extreme EM effects on the human body.

The FBI and CIA hired "mind readers" and supposed clairvoyants and people claiming to have the ability to see remotely. It was a total waste of money, but our government is the undisputed leaded in money wasting.

They've been experimenting with it since at least the 60s.
Wouldn't surprise me if Manchurian candidates were a reality.

This writer makes no judgement here as to the truth of the allegations of CAHRA’s 300 members, who claim to have been targetted by devices based on technology like this. Pain, manipulation of body parts, and hypnotic effects have all been reported, with a high degree of sameness among those reporting such effects.

In the end neither government ever saw any evidence of mind control, ESP or other paranormal phenomenon.

Why would they need mind control with millions of conspiracy theorists already incapable of rational thought?
