Up here the government stays out of the homeless problem by providing funding to established non-secular charities like the salvation army.

The difference between homeless up here and in warm climates is if they are not prepared for it the homeless end up dead. Frozen when the temps drop to -50. The Sally Anne has a van that goes around the core area picking up people who can no longer fend for themselves because they are intoxicated. They are taken to the drunk tank and if they try to fight, the police are called and they are arrested and taken to the drunk tank. Which is run by the Sally Ann. You don't want to get drunk here and put into the system. It's not a nice place to spend even part of the night. :)

The City of Calgary had a interesting way to solve their homeless problem. They would buy the homeless a ticket to Vancouver and give them a couple meal vouchers. This worked well until Vancouver caught on and started shipping them back. :) Greyhound made out very well. :)
