the quarter needs to be detached from the sill.
it only needs to be cut if you need to do "deeper" repairs to the kidney bowl area or longitudinal.

Extra question
I see this thread is a few months old but hopefully you guys will see this question.
Robmog and Jpnovak on all rocker threads including yours both that I've read and searched, No one show what they did with the inner rocker heater hose... Did you use the one that was there, if it even was in decent condition or did you have to buy the replacement from Stoddards $$$? I haven't seen any available from another source. THanks, Eric

I removed mine for inner channel cleaning and painting. Then just slid it back in place.
I reused min and I do not see a need to replace them. Just carefully compress accordion style and slide the end off one at a time. I suspect you could also use some SCAT tubing or silicon hose as a replacement. The extra girth was supposed to quiet down the flowing air.

Mine was rotten from front to back. I couldn't get the original heater expansion tubes for my 1966 so I used some cheap "glasspack" mufflers as expansion chambers. I connected the rear portion (that goes over the torsion tube into heater control boxes on engine) with flexible stainless steel tubing
